Two Popular Systems:

Individual metering of resident water consumption, with submeters in each unit. Wireless state-of-the-art radio technology remotely monitors meters in each unit. It precisely measures the amount of water used and ensures residents are billed for only their actual usage.

Ratio Utility Billing (RUBS), which estimates resident usage without using water meters. This is commonly used where the existing plumbing configuration does not lend itself to submeter installation. This method, although not as equitable as individual metering, is currently allowed in 46 states and is based on factors such as the size of apartment units, occupants per unit, and the number of bedrooms. Metering equipment is not required for this type of billing system.
